So I did clean install and I'm stil seeing elevated temps. Playing around with my friends laptop his temps are lower and less jumpy but they are little higher now using it. So maybe it is the bios I don't know. Be so awesome to rule it out but can't do it.

Added: I guess it could also be a dirty fan, some kind of hardware failure, a wonky windows 10 update (now on my friends computer it is showing windows module installer for a long time bringing the temp up - and he has all the updates and win defender has definitions - gotta love windows 10)

There are sites that help you rollback a bios no matter how it is set so I'm kinda looking at that now.  I don't know if I'm gonna proceed with it since I'm sure it's risky.

But I'll leave this as my last post. If I figure something out with it I'll post again.

Thanks for all the help.

I am facing the same problem as you now. My model is HP 15 (bs091ms). 2 months ago I got a notification from HP Assistant that a new bios version is available for my laptop so I updated it. My previous bios was F.42 Rev A. The updated bios was F.51 Rev A (Dec 2018). I updated it and everything went well. Then from last week I noticed that my OS (I am using Windows 8.1 Pro) is having sudden crashes with a blue screen when playing Youtube videos in Mozill Firefox Quantum Ver 65. So I browsed through the net for solution. Then I found this HP page where you discussed about downgrading bios. So I go to HP website and searched for the updated bios. And to my utter surprise I noticed that the updated Bios F.51 is nowhere to be seen in the HP Drivers page. The bios that was posted there was the old one F.42 (Aug 2018). HP somehow pulled off the new bios software. Then I started to follow the procedure mentioned here to downgrade. I downloaded the old F.42 bios but it won't let me install. I even tried the USB method with HP Tools inside but it won't. The screen becomes blank and Caps Lock light blinks like this 2 normal blinks and then 2 quick blinks. I managed to do the bios restore option by pressing and holding the Win +B key in 1 sec and Power Button method and it reinstall the same new bios from hard drive I think not USB drive. Now I am stuck with the new bios and HP is completely silent about it and not launching a new fixed bios. I would be glade if HP look into this matter or provides a solution to downgrade the bios to F.42 in my HP Laptop 15 which was bought last year on Mar 2018
