Basis of the issue is, I am trying to put Win10 back onto the below mentioned machine. Already have a recovery external USB made, and I get as far as choosing a disk in the setup wizard before it tells me that Disk 0 (onboard memory) needs to be enabled and that it cannot be installed there. I have gone in through the recovery media into CMD and cleaned it, but once I try to create a partition I get a cyclic redundancy check error. May be a lack of knowledge on my part, but so far I haven't been able to run a chkdsk on the drive or been able to set it as MBR or recreate BCD because I can't get the disk controller to recognize it. Open to any ideas. Also of note, this thing only has about 30 GB internal memory, don't think there's even an actual HDD in it.

It does NOT have 30GB of "memory"; instead, it has an SSD of 32GB -- that functions as the "disk drive".
If your model Stream came with Win10 preloaded, then it was configured as UEFI/GPT not BIOS/MBR.
You should be attempting to reinstall Win10 the same way, not with MBR.

I still wouldn't be able to format the drive as GPT as I hit the CRC when trying to create a primary partition, unless I can do the whole drive instead of just a partition? Again, no expert here just a pretty basic background with computers.

A serious limitation of the Stream series is that they use an m.2 SSD -- which is a single ciruit board with chips on it that serves as the "disk drive" and it is not removable. So while you could ordinarily remove the drive, connect it to another PC and format it there, you can not do this with the Stream models.
Are you trying to format it using the Windows installer? That is known to have issues and often not work.
You can check online to see if EaseUS or MiniTool still offer the free ISO download. Those can be used to create boot media, and if those work, you can use those to do the reformatting.
