Need to know the model number of the PC.
Also, WHY did you try to factory reset it?
Somehow, the Factory Reset has taken on the value of an Urban Legend that is a Miracle Cure for any ailing PC. Not only does it rarely fix the PC, if there is an underlying hardware issue with the PC, it will make matters WORSE by leaving the PC in an unusable state.
Even if there is NOT an underlying hardware issue, the reset puts Windows back to where it was weeks or months ago -- and this will then automatically launch hours or days of Windows Udpates that will bring your PC to a grinding halt, driving the processor up to 100% and the disk utilization to 100% as well. Both of these do NOTHING to speed up the PC.
The HP Factory Reset function relies critically on the contents of the Recovery partition being intact. If those contents get corrupted, which can happen either due to hard drive failing or due to Win10 Upgrade from an older OS, the reset simply will not work -- and will TRASH the PC in the process.
So, you go from having a SLOW PC, to having NO PC. That's not an improvement.

honestly I was told to factory reset it. It had a virus a year ago was reallly slow making loud noises. Took it to staples they wanted a lot to fix it ( I never put virus protection on it) I only used it a total of three months when I bought it for school maybe three times a week. Left it alone after that. Now I was told to factory reset it I was walked through on a video and a call from the geek squad? How to do it and both times it pops up restoration incomplete. That’s the only thing that pops up now. When it uploads it used to say my name, now only says Administrator sign in, but goes straight to the pop up saying Recovery Manager Restoration Incomplete. I did run a system test or however you say it and it took two hours but everything came back PASSED. I am not computer savy at all. I hope this makes sense...

Yeah ... sigh ... I Do understand .. and I can't comment on Geek Squad because we're not allowed to badmouth other support organizations.
But anyone who Knows What They are Doing, would not idly recommend a factory reset -- for the reasons I mentioned above. To clean your PC from a virus, then sure, that is a good approach; but if the PC is running slowly, that is NOT going to fix it.
Really slow operation is nearly always caused by a failing hard drive.
If your PC is new enough to support UEFI, you can use these steps to test the hard drive: http://support.hp.com/us-en/document/c00439024
If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu -- that will look similar to the image below
3) press the Function key for testing the hard drive (usually F2) and let it run.

If the hardware passed the tests and you need to get the notebook up and running as soon as possible, you can do that by using another Windows PC to create a bootable W10 installation flash drive using the media creation tool at the link below.

You boot from the installation media by having the flash drive in one of the notebook's USB ports, turn on or restart the PC.
Immediately start tapping the ESC key to get the menu of options. Select the F9 boot options menu, and from that, select the USB diskette on key/USB flash drive, and press the Enter key. The PC should then boot from the flash drive.
When you get to the part of the installation routine that asks 'Where do you want to install Windows,' delete every partition on the hard drive, leaving just one partition of unallocated space. Click Next, and W10 will install.
After W10 has completed installing, you can install the drivers and available software from the notebook's support page.

I don’t have another laptop or any other computer to do that on, this is so frustrating. I appreciate y’all trying to help. I don’t think I’ll ever own another HP again... this is my first and my husband just bought it for me two Christmas ago and I barely used it. Now when I really need it, it’s doing this. Again, thank you for trying to help but looks like I won’t be able to fix this on my own, going to cost me a lot to fix it. Might as well buy another computer for the price to fix...🤦♀️

Maybe a friend or relative that has a Windows PC to create the installation media with can help you.
Since you had stated the hardware passed the tests, reinstalling W10 using the method I described will cost you (or someone) nothing but an hour or so of time.
