If the notebook originally came with Windows, you can use the HP cloud recovery client utility on another PC to make a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with the notebook.

To install Windows 11/Windows 10 using Rufus or others similar software, first download the Windows 11/Windows 10 ISO file and Rufus, then use Rufus to create a bootable USB drive from the ISO, and finally boot your computer from the USB drive to start the installation.
(Note: Some other software similar to Rufus to create bootable USB drive ISO include:
- Windows Media Creation Tool
- Ventoy
- Universal USB Installer
)
I recommend a minimum size for a bootable USB drive ISO of 32GB. My recommended software is ventoy, because it can create bootable USB drive ISO from various .ISO files.

In order for the BIOS to detect the bootable USB drive, it usually requires a storage driver that can be downloaded from your laptop's CPU website, for example if your laptop has an Intel CPU, it requires Intel Rapid Storage (Intel RST).
Likewise if the CPU is AMD, look for the driver on the AMD website.
After the storage driver is downloaded, extract it and put all the files in the root directory of the bootable USB drive.
