New HP laptop. Licensing agreement seems to require also signing up for McAfee. Do they charge for that?

You shouldn't need to sign up for McAfee.

 

It's a 30 day trial software, but if you can't proceed any further you can accept the agreement (as long as you don't have to pay upfront), and if you don't need the software, I find the built in Windows defender anti virus/anti malware sufficient, you can uninstall the software before the 30 day trial period expires or right away if you want.
