My friend bought a HP Stream from a pawn shop with no OS. I'm trying to find an OS install disk for his laptop. Please advise.

Your notebook is not supported by the HP cloud recovery tool.
You have two options...
1. Order recovery media for your notebook from HP at the link below.
2. Clean install W10 for free by making a bootable USB W10 installation flash drive using the media creation tool at the link below.

Since the W10 Home product key is in the BIOS, you don't need it to install W10.
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.

As far as I know, there are no OS install disks for this model PC.
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
