So after I got past the administrator password, it said no bootable device — insert boot disk and press any key. It would be very nice if something could help me figure out what I need to do.

According to the specs on your PC, it is an HP Stream that camed preinstalled with Win10 S -- and, as far as I know, that version is not available from anywhere to reinstall it.

Is the PC still under the original HP warranty?
