Windows 8.1 installation doesnt find any drives to install windows on my hp laptop 14s fq0508sa.
Note:
I'm installing from a flash drive and the Intel Rapid Storage Device doesn't work with my device.

Hi:
Your notebook is only supported for Windows 10.
The reason W8.1 can't find the drive is because there are no W8.1 storage controller drivers for the 64 GB eMMC drive your notebook comes with.
eMMC drives use a different flash memory storage controller, not a SATA controller.
I recommend that you install W10, which is the original operating system your notebook came with.

If you are bound and determined to try and install W8.1 on your notebook for which there will be no device drivers, you can see this related post.
