Laptop startup screen says boot device not found  please install an operating system on your hard disk. I have no idea what to do

(1) Test your hardware Using the HP PC Hardware Diagnostics (UEFI)

Do <at least> Component Tests - Memory and Hard Drive

(2) If the <hard disk> test fails, it must be replaced and operating system must be reinstalled.

Ran all test passed on both. I am currently downloading windows 10 on my phone and will try that route next.
