My HP Notebook 14-an012nr, once powered on continues to loop through the choose an operating system screen. It will not support any of the troubleshooting options, or use the command prompt. The Message I receive says that my issue is due to there being no administrator account on the device at all. I really need to know simply what the proper steps are to solving the problem, and need help to better understand if the actual issue is with the operating system, or the boot loader. I ran a systems fast check and everything passed. What is the best option i have.

It sounds like your HP Notebook 14 may be facing a problem with the Windows boot loader or a missing or corrupt user profile, especially if it's indicating there's no administrator account. Here’s a step-by-step guide on what to try to resolve the issue.
Boot into Safe Mode
Power off your notebook completely.
Power it on and press the F8 or Shift + F8 key repeatedly as it starts to load. This might bring up the Advanced Boot Options.
If you can access the Advanced Boot Options, select Safe Mode. Safe Mode might allow you to bypass the usual boot issues and get to a basic desktop.
- If Safe Mode starts, attempt to create a new administrator account:
- Go to Control Panel > User Accounts and create a new user with administrator rights.
- Restart and check if this resolves the issue.
Use Startup Repair
- If Safe Mode didn’t work, try Startup Repair:
- Restart your device, and press F11 during startup (before the HP logo) to enter the Recovery Environment.
- Go to Troubleshoot > Advanced options > Startup Repair.
- Follow the on-screen prompts, as this might automatically fix issues with the boot loader.
Run System File Checker (SFC) and DISM (if Command Prompt is accessible)
- If the Command Prompt is available through the Advanced options, type the following commands to check for any system corruption:
- First, enter: sfc /scannow
- After that completes, enter:
DISM /Online /Cleanup-Image /RestoreHealth
- After these commands finish, restart your system and see if the issue is resolved.
Reset the PC
If none of the above options work, consider resetting your PC:
- In the Advanced options menu, select Reset this PC.
- Choose to keep your files if you want to preserve your data (although it’s always safest to back up data if possible).
- Follow the prompts to reset the system, which will reinstall Windows without affecting your personal files.

Reinstall Windows (Last Resort)
If the problem persists, reinstalling Windows might be necessary, as this will replace any corrupted system files and reset the boot loader:
- Use a Windows installation USB created with the Media Creation Tool from Microsoft (you’ll need access to another computer for this).
- Boot from the USB, select Install Windows, and follow the prompts.
- During setup, choose the option to perform a clean install to ensure any corrupted settings are removed.
These steps should help you get your HP Notebook 14 back up and running. If the boot loop still happens after these steps, it’s likely an issue with the Windows OS itself rather than the hardware, especially since your system check passed.
