Hi. I have a Notebook 15 circa 2018. I recently decided to reset the laptop to factory due to very slow access times. Partly through the reset it reported back as reset failed. After that I got a message saying "Boot Device Not Found". "Please Install an Operating System on your Disk". "Hard Disk 3F0" It gives me an option to run diagnostics by pressing F2. I run the Memory Test and it passes. I run the hard disc test and it passes. I am left with an option found in this forum to download the HP Cloud Recovery Tool onto a 32G USB stick. I do that download on my other PC. It asks about my product id and accepts it and then finishes successfully. I put the USB in my Notebook 15 and start it. It comes back with a message "No Bootabe Device Found". I go into bios and enable legacy with no success. I restore default setting in bios but still no success. I have re-installed the recovery tool several times both in FAT32 format and NTFS but still the Notebook does not recognize the USB. Thoughts?

So you don't even see Boot from EFI File in F9. I thought it is always listed there. It's strange. . . I wonder if the bios has a problem detecting bootable usb drives. Go back to F10 and make sure usb boot, if your bios has, is enabled in boot options. Another thing you can try is to use a usb drive of a different brand. 

 

if nothing else works, you can always clean install Win10 from a Windows installation usb drive created via Windows Media Creation Tool. You need to run an installation usb drive from F9. If you don't see this usb drive either, something may be wrong with the bios and you may need to update the bios.

You need to boot from the usb drive manually via F9. Before doing it make sure legacy support is disabled in bios.

 

Connect the usb drive to the laptop. Start it and immediately tap Esc key for startup option and press F9 then select usb flash drive or usb hard drive and click Enter key. It may take more than 1 to 11/2 hours to finish depending on your hardware configurations so make sure the laptop is plugged in. Below is the link to the Cloud Recovery.

The Cloud Recovery will erase all existing data on the hard drive.

Tq_srq    Thanks for replying. You've hit on my dilemna here. As you mention, Legacy Support is disabled in bios. The link to Cloud Recovery Tool is the one I used. Successful download and installation on a 32G USB drive. I install the USB drive in the laptop and start up pressing escape to get the startup option and then select boot options. Takes me to a screen labelled Boot Manager with a Boot Option Menu but nothing to select in it. The USB is not recognized.

not sure why you don't see the usb drive in F9 but you can try a few things.

 

First, try to connect the usb drive to other usb ports on your laptop.

 

Go back to F10 bios and disable Secure Boot in Boot Options and save and exit. When the laptop restarts, you may need to type 4-digit numbers to confirm the action. Then go back to F9.

 

Click Boot from EFI File in F9. Do you see a file system that looks like a huge string of characters and numbers? If so, you may be able to boot from the usb manually.

Thanks again for the reply Tk-srq. Just to be sure, I reinstalled the Recovery Tool onto my 32G USB stick successfully. Tried a restart. No luck. Tried again with Secure Boot disabled. Still nothing. Tried another USB port. Nothing. The windo I am taken to by F9 is labelled Boot Manager. The Boot Option Menu has no selections availble.

Tk_srq.  Bingo. Well done. You nailed it. Was using a Verbatim 32G USB. Tried a VendorCo 64G. Laptop could see this one just fine and was able to get recovery going. Thanks for your persistance and expertise.

If you've encountered "No Bootable Device Found" even after using the HP Cloud Recovery Tool, try adjusting the boot order in the BIOS settings of your Notebook 15. Access the BIOS and ensure that the USB drive is set as the first boot option. Additionally, confirm that the USB stick is properly prepared by using a tool like Rufus to create a bootable USB with the recovery tool. If the issue persists, consider checking if there are any firmware or BIOS updates available for your laptop on the HP support website, as this may address compatibility issues with bootable USB devices.

Thank-you for your response. My issue was resolved when Tk_srq asked me to try another USB stick. For whatever reason, the Verbatim stick would not show up as bootable but the VendorCo stick did. All back up and runing great again.
