Some older systems, it is possible to buy CD or DVD

Possibly the following company might have original release CDs
Click here and enter the name of your HP computer

 

You mentioned Windows 8.1.  You can download the Pro or Home 8.1 here

Use ShowKeyPlus from the Microsoft store to find your activation key.

 

Please provide the Product ID or Model name for better assistance. Preferably the full product ID including the characters after the # symbol. This code may be needed to find cloud recovery files.

Most likely, this means that your drive is dead and all of the data on it is lost.  Drive will likely need to be replaced.  If it's out of warranty, I recommend taking it to a repair shop if you're unsure what you're doing.  If it's in warranty, most likely HP will need to replace the drive.
