After a bios update to F.11 and Windows 11 update to 22H2 my Omen 17-ck0000sl with i7 12700H don't turbo boost up to 4.6GHz on the P-core and up to 3.5GHz on the E-cores during stress tests and normal use. Now it's locked to 4.1GHz max P-cores and 3.2GHz max E-cores. Also VCORE now is higher. I tried reinstalling bios by WIN + B, but it didn't help. It also seems there is no option to downgrade to a previous bios version. Overall performance get worse.

I have this same issue, except with an HP Omen 17-ck1111nr with a 12700H.
Today while perusing Windows Event viewer, I noticed something that confirms this issue is from a Firmware/BIOS restriction:
"The speed of processor 'xx' in group 0 is being limited by system firmware. The processor has been in this reduced performance state for 'xxxxxx' seconds since the last report."
The other 7 entries say the same thing except with a different processor number or different amount of seconds.
Will a future BIOS update fix this?
Also, another thing I noticed, is when I check the HP Software and Driver Downloads section for my laptop. Since the F.11 BIOS update (around October) and now the F.13 BIOS update in December. There are two BIOS versions available for download. In the case of F.13; one is 14.7MB and the other is 15.3MB. Two different sizes, released on the same date (December 27th, 2022), but without an explanation on the differences between the two (despite them being different sizes). I have been updating the BIOS through Windows Optional updates, but if there is a difference between these two BIOS versions I would rather go through the HP downloads section if it means I can restore my laptop back to its full performance.
An update that restores performance and doesn't restrict boost frequencies of the 12700H would be great and in the case of my laptop clarification on the difference between the two BIOS versions would be preferred. I don't understand how you can roll out BIOS/Firmware updates through Windows that lower performance by restricting Intel Turbo Boost speeds. In this case they are being restricted to 4.1GHz on the P-Cores and 3.1GHz on the E-Cores. When prior to the BIOS/Firmware update it was boosting to 4.7GHz on the P-Cores and 3.5GHz on the E-Cores. This is also the recommended specifications via Intel.
Please fix this in a future BIOS update.

Same here, 8 kernel errors, sometimes for 70 seconds, sometimes for 92137 sec, etc.
Yeah, it's very frustrating to buy a laptop with certain specs and end up losing performance after a forced useless update.
I found also there is no possibility to downgrade the Bios or any other HP driver or app (Omen hub, for example), so in the case of a bugged update it can be a huge problem. It also took me two days to figure it out, installers just stopped working with no explanations.
