My Omen 17 laptop with rtx 4070 and i7 13700HX limits the CPU Frequency at 3.2 GHz even though it shouldn't thermal throttle since the temps stay below 75 degrees when fans are at max speed. What can I do to unlock the frequency?

Hi @Eric_TD9,
Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
Your HP Omen 17 laptop not using turbo boost despite low temperatures can be due to several reasons, including power settings, BIOS configurations, or software limitations. Here's a step-by-step guide to help you unlock the CPU frequency:
Check Power Plans:
- Go to Control Panel > Hardware and Sound > Power Options.
- Choose the "High performance" plan or customize your plan to prefer maximum performance.
Update BIOS and Drivers:
- Ensure that your BIOS is up to date. HP often releases updates that can improve hardware compatibility and performance.
- Update your chipset drivers and graphics drivers from the HP website or through the device manager. Click Here
Adjust Windows Processor Settings:
- In the Power Options menu (as mentioned above), click on "Change plan settings" next to your selected plan.
- Click on "Change advanced power settings."
- Expand the "Processor power management" section, then "Maximum processor state," and set it to 100% for both "On battery" and "Plugged in."
Intel Turbo Boost Technology Monitor:
- Download and install the Intel Turbo Boost Technology Monitor to check if the turbo boost is working when needed. This tool will give you a visual indication of when the turbo boost is active.
Thermal Throttling Check:
- Although you mentioned that temperatures are below 75 degrees, it's good to double-check if thermal throttling is happening. Use software like HWiNFO or Core Temp to monitor your CPU's temperatures and clock speeds in real-time.
BIOS Settings:
- Access your BIOS/UEFI settings during boot-up (usually by pressing F10, F2, or Del, depending on your laptop).
- Look for settings related to CPU performance, such as "Turbo Boost," "Performance Mode," or "Thermal Management," and ensure they are enabled or set to optimal performance settings.
Windows and Software Updates:
- Ensure that your Windows OS is up to date. Sometimes, performance issues can be resolved with an OS update.
- Check for any HP software updates that might be available for your laptop model.
Check for Background Processes:
- Ensure no background processes are excessively consuming CPU resources, which could potentially limit performance. You can check this in the Task Manager.
HP Command Center:
- customize thermal and performance settings. Make sure it's set to a mode that allows for maximum performance.
I hope this helps.
Take care and have a good day.
