I tried the steps and I was able to install the Windows update and a bunch more that had accumulated, including a BOIS update 15.7.0.0. I was also able to reencrypt the drive after the updates succeeded. The only thing I wasn't able to do was turn secure boot back on. When I do that I get a BIOS error on reboot and I have to disable it again. But otherwise it's working a lot better than before. Thanks for the info.

One more update. I was able to get secure boot back on.  Seems the update, backout, update again, messed up my secure boot keys in the BIOS. I needed to go into the BIOS and Clear All Secure Boot Keys and then Load HP Factory Default Keys.

 

It was a lot of steps and a lot of reboots, I actually had to go into the BIOS twice, first time not making any changes and doing save and exit anyway and then the second time the options I needed to Clear and Load the Keys appeared.

 

Also if you try this and your drive is encrypted with Bitlocker it's a good idea to print out the recovery key and suspend Bitlocker before trying this and then reenabling it after you get secure boot back on.

Congrats! I have been telling people to remove encryption before starting this process. And then enabling it after.

**UPDATE**

Here's where my advice was missing something. Through researching Microsoft's much larger than usual security update, I have discovered this is just the front end of a "multi-phased rollout" where they are adding bootloaders, that have been depricated or deemed at risk, to the dbx in the bios. Which means this will continue to happen until HP releases a Bios update for the omnibook x flip that will not become stuck at the dbx/secure boot verification stage. And I'm sure other make/model devices will fall victim to this rollout. The best advice I have for anybody that just experienced the HP splash screen freeze is to leave secure boot disabled until 1 or 2 more bios updates have been distributed and applied. Then test out re-enabling it.

Mine received a BIOS update last week. I'm hopeful it's fixed but can't be sure yet. This has been several months of frustration. If it was my only laptop I'd have chunked it into the lake.

I think the BOIS update 15.7.0.0 fixed it. 

 

I was able to get that debacle  KB5121003,  of an update installed by shutting off  secure boot and Bitlocker. Since then that BIOS update (15.7.0.0) came down via Windows update and installed without issue.  Then secure boot wouldn't go back on, but  I was finally able to by resetting the secure boot keys in the BIOS.  Since then there have been 2 more Windows updates (HP drivers and another Windows security update) that both installed without any trouble. For me it seems to be working now, but what a long strange trip it's been.

 

Still zero communication from HP or from Microsoft on what happened and whether or not they actually fixed it. I think they did, but there was no communication on the break or the fix. Microsoft support said to reinstall Windows, which took 2 hours and didn't fix anything and HP support said I needed to wipe the laptop and factory reset it (which I refused to do and told the guy he was incompetent). I don't know what's wrong with these people. They create these massive problems and don't tell even their own support people how to fix them and just leave customers twisting in the wind. I should have just bought a Macbook.
