@Yasin00,

Thank you for posting on HP Support Forums. It is a great place to find the help you need, from other users, HP experts, and other support personnel. I see from your post that you are having issues with slow performance on your HP notebook. Don't worry we'll work together to help you find a solution.

As you have mentioned in your post that you have already tried to reinstall Windows and still having the issue, In this scenario, I would suggest you run an extensive System test as well as an extensive test on the hard drive from F2(Please capture the failure ID for further assistance).

Next thing, I would suggest here is to reduce the timeout from 30seconds to 3 seconds - Please follow the instructions here:

Press the Windows key + R - In the Open the command type in - msconfig and then click on OK - On the Boot Menu - on the right corner reduce the timeout from 30 seconds to 3 seconds click on Apply and OK.

Next thing, I would suggest here is to do a clean boot, please follow the steps here:

  1. From Start, search for msconfig.
  2. Select System Configuration from the search results.

    Search result - System Configuration

  3. On the Services tab of the System Configuration dialog box, tap or click to select the Hide all Microsoft services check box, and then tap or click Disable all.

    System Configuration dialog box

  4. On the Startup tab of the System Configuration dialog box, tap or click Open Task Manager.

    System Configuration - Startup tab

  5. On the Startup tab in Task Manager, for each startup item, select the item and then click Disable.

    Task Manager - Startup tab

  6. Close Task Manager.
  7. On the Startup tab of the System Configuration dialog box, tap or click OK, and then restart the computer.

I would suggest please update the BIOS and Chipset drivers on your PC from our HP support website, using this link.

For more assistance, please follow all the steps suggested in the support document for - HP PCs - Computer Is Slow (Windows 10)

Please respond to this post with the details and with the results of the troubleshooting as this will help me in further assisting you.

Eagerly waiting for your response!
