I've experienced this issue at the sign in screen

 

There should be an additional "sign in options" selection at the sign in screen.

 

I was able to sign in using a local account password I created while doing the initial OOBE Windows setup.

 

I don't know what to tell you if you did a Microsoft account during the OOBE. I don't use Microsoft accounts to sign into my PCs.

 

You'll have to create the PIN again in Settings>Accounts if you can sign in to Windows using a password.
