Microsoft Windows 10 (64-bit)

I keep getting pop-up messages telling me a virus has been detected and if I don't call to correct the issue my computer will be locked. Regular scans show nothing and my computer has never been locked out. Is this a scam or is it a legitimate concern. I've googled the phone numbers and they don't show up as Windows or HP numbers. They originate from India.

That actual warning page is the malware.  It's unlikely it's infected your system.  Just disable your internet connection and force close the browser.  If you have your browser set to reopen the last pages, it will attempt to load that malware site.  But since you don't have an internet connection, it won't load.  But of course, it doesn't hurt to run a virus scan on your system after.
