If you have already tried the recovery options available through F11, including Uninstall Updates, System Restore, Safe Mode, and System Reset, but the issue persists, I recommend first pressing F2 at startup to launch HP PC Hardware Diagnostics and performing basic tests on the hard drive and memory. This will help confirm whether the hardware is functioning properly.

If all hardware tests pass, the issue is more likely related to corrupted Windows system files or boot components. In that case, you can use Microsoft's Media Creation Tool to create a Windows installation USB and perform a clean installation of Windows. If possible, back up important data beforehand, and for the best results, delete the existing system partitions during installation before reinstalling Windows.
