- Problem after I fully resetting my computer

PLEASE HELP:
Recently I did a full reset on my laptop couple days ago. Since my laptop was shutting on and off by itself and the downloaded file wasn’t present, I thought maybe doing a full reset would be a good idea. (Which i know it wasn’t afterwards) I forgot to do a recovery before I did a full reset which made the whole computer empty. At first it gave me the options to choose which program to run, and when I clicked windows 10, volume 3 it did nothing and changed it back to the original page. Afterwards, I believe I went to advanced options and done something there. Then it all went wrong, my computer screen seems to be in boot loop right now and I have no idea how to fix it. I click esc and it apparently stops the startup, and it followed with options like:
F1 - System Info
F2 - System Diagnostics
F9- Boot Device Options
F10- BIOS setup
F11- System recovery
However when I went into system recovery, it saids there isn’t any administrator and no accounts showed up. Although the HP logo showed and said please wait, nothing else was their except for the message about:
“Command Prompt
you need to sign in as an administrator to continue, but there aren’t any administrator accounts on this PC.” Underneath it was a option that directs me to the “forgot your password or don’t see your account?” Page. There is a reset button but when I pressed it, it didn’t reset correctly AT ALL. It directed back to a back screen where it turns my computer on and off after ~3seconds. I don’t know what to do anymore. Please help me!
NOTE: After the reset, when it was at the black screen with options, I did a BIOS recovery.

Unfortunately, the System Reset approach has developed a following in the industry that gives the impression that it is a "miracle cure" for all that ails PCs -- but the harsh reality is quite the opposite -- as it often leaves folks with unusable devices, as you have discovered -- which is why I never recommend it to anyone.
If the HP Recovery information gets corrupted, the the reset fails in the middle and there is nothing then you can do to return your PC to working condition.
What might work now is something known as HP Recovery Media ...
HP Recovery Media is a set of DVDs and a CD, or USB stick, that will erase the hard drive (removing all data, settings, and applications, reinstall the original OS, drivers, and some HP Utilities.
In some cases, you may be able to order a USB stick instead of disks. You have to order these from HP; they can not be downloaded.
You can look online for Recovery Media starting with the linked paged: http://support.hp.com/us-en/drivers
Once there, input your Product name or number. On your Software and Drivers Download page, select your Operating System and and Version. Click "Update".
If HP Recovery Media is available for your machine, down near the bottom of the page, you will see an entry for Order Recovery Media-CD/DVD/USB. Click the "+" symbol to expand that entry and click on Order Media for details.
Or, if you prefer, you can do the same by contacting HP Customer Service:

When you get the media, if it is a USB stick, insert it into your PC, pressing F9 to get a Boot menu, then select the External USB Hard Drive to boot from it.
