I have not made any hard drive/partition changes, nor have I changed my PC to Legacy UEFI, I have kept the disk the same.

 

My PC has a problem when I press the F11 key during boot-up. It says on the  bottom right "F11... System Recovery" so I don't think the button is broken. I get this message "The boot configuration data file doesn't contain valid information for an operating system file" File \BCD 

 

Windows boots normally, but the system recovery doesn't.

 

My computer doesn't have a recovery partition, from what I've seen, however, it has some partition called Windows RE tools.

 

I don't know what to do next. I have a copy of Win 10 on a USB drive, I might have to reinstall Windows. 

 

Well, at least I have backed up my files to OneDrive.

Okay, i got it!

 

So you have to open cmd as an admin, and then type

reagentc /info

 

For me it said disabled, and there was no RE location.

 

 

I typed reagentc /enable but it could not update the boot configuration data

 

Now what I've done was I plugged in my Windows 10 recovery usb, and then i went here:

 

D is the USB Drive letter. replace it with yours.

 

D:\sources\1\windows\system32\recovery

 

I copied the folder and pasted it into C:\Windows\system32

 

Then i went back to command prompt and typed

 

dir /a /s C:\winre.wim

 

and then

 

reagentc /enable

 

And it actually worked!!!

F11 launches HP Recovery but that uses the files in the Recovery partition to do the factory reset.  If that partition is corrupted or missing, factory reset can not continue.

 

You can't recreate the Recovery partition or create it on your own.

 

Why are you trying to do a Recovery?

I had to do a recovery because my laptop's C drive was pretty much full.

 

I have backed up all my files, but I don't know how to reset my PC to default.

 

I could use my Windows 10 USB I have, hopefully that might work.

 

But yeah, that's all I guess...

So, you said that your Windows Recovery Environment is not booting, right? You have a windows 10 usb and you also have file backed up. So you have to find a way to recover your PC? You can simply just boot from USB and do a Custom Install. Deleted all partitions and then you will get a Windows Recovery  Environment when you press the F11.

Mrcooldude's solution may have also worked, but I am not sure if I will be able to get all the drivers back.
