Recently, If I boot into windows with the pc unplugged, the processor runs at it's usual speed of ~2.16ghz, however, if I plug it in at any time, the processor speed is locked at 0.5ghz, and stays at 0.5ghz even when unplugged. The CPU temperature seems normal so it shouldn't be throttling. I've attempted resetting bios settings and power plan settings, but the issue still persists. Are there any known ways to fix this issue?

@Dayshadow I'm afraid the CPU speed is system managed and there's no way to manually change it, however, here are a few tweaks that may help your cause:
If you have selected maximum battery life while your computer is plugged, the processor power runs at a slower speed than as if it were unplugged.
To control the processor adjustment through Power Options in the Control Panel, follow the steps below.
(Is this what you've done? If yes, what have you selected and what else have you done, please elaborate)
Click Start, enter power in the search field and then select Power Options from the list.
Alternately, right-click the power icon in the system tray beside the clock and select Power Options.
After the Power Options window appears, there are three plans from which you can choose:
HP Recommended
Provides a balance between power conservation and performance.
Power saver
Use Power saver mode when a wall outlet for DC power is unavailable.
High performance
Use High performance mode for the best processor responsiveness while plugged into a wall outlet (AC power).
To customize any of these power plans, click Change plan settings.
