I don't know where you got Win7 Starter Edition, but it most likely was NOT the HP OEM version that came preinstalled on the PC. And if that is the case, since the Win7 key is only for HP OEM versions, it can not be used to activate the version you installed.

At this point, your only recourse would be to order HP Recovery Media -- since that will reinstall the original HP OEM version of Windows and that will work with the key in your PC.

HP Recovery Media is a set of DVDs and a CD, or USB stick, that will erase the hard drive (removing all data, settings, and applications, reinstall the original OS, drivers, and some HP Utilities.
In some cases, you may be able to order a USB stick instead of disks. You have to order these from HP; they can not be downloaded.
You can look online for Recovery Media starting with the linked paged: http://support.hp.com/us-en/drivers
Once there, input your Product name or number. On your Software and Drivers Download page, select your Operating System and and Version. Click "Update". If HP Recovery Media is available for your machine, down near the bottom of the page, you will see an entry for Order Recovery Media-CD/DVD/USB. Click the "+" symbol to expand that entry and click on Order Media for details.
Or, if you prefer, you can do the same by contacting HP Customer Service:

You can try using this utility to retrieve your existing product key:  Download Windows OEM Product Key Tool 1.0.0.1

However, if you are getting a message saying your current Windows is not legal, there is nothing we can do for you as the version that comes preloaded on HP machines IS legal, and the version on your PC must have been subsituted for that by the reseller from which you got the PC -- and we have no control over that.

Legal copies of Windows on OEM PCs have their product keys encoded into the UEFI firmware of the motherboard -- and in those cases, that utility is able to find and retrieve them.

What that message means is that the product key you are using is NOT embedded there -- implying that it is a pirate version -- and if that is the case, we can not help you with that.

You will have to purchase a legal license for Windows yourself.

Hello: The situation is as follows, I have a notebook buy with windows 7 starter, the user at that minute decided to format the computer and delete the recovery partition, installing a cracked version of Windows 7 Professional. Later I received the equipment I managed to recover keys with a Windows application to recover product id, two appeared, the crackeada and the windows 7 starter version, that is what I registered. Then I did formatting the computer, installing windows 7 starter and placing the key of windows 7 that I managed to recover, at the time of activation the message appears that the password is a pirated key. I called Microsoft and they told me that I should contact Hp, since they could not do anything about it. Best regards
