Microsoft Windows 10 (64-bit)

I just received a new laptop that I had custom built to have a 1TB HDD with 256 GB SSD. When I open file explorer my c drive is only 237 GB and the d drive is 930 GB. Is this normal? How can I move at least 700 GB of personal files to this computer?

The numbers you are seeing are correct.  The 250GB amount is BEFORE the drive is formatted with a filesystem.  After that, the space will be somewhat less -- about what you are seeing.

 

You will need to migrate the files to the 😧 drive -- but understand, you are migrating DATA files ONLY.  You can't copy stuff like applications, which would go on the C: drive.
