When sleep/shut down Windows 10, laptop stays on although the screen becomes blank

I have a similar problem.  HP Envy x360 convertible 15.  Windows 10 1903.  I installed the latest offered updates and it seems that the problem started.  Have uninstalled them but the problem remains.

The PC does not respond correctly to any of the power commands, ie screen close, power button.  It seems to respond differently when on battery power, but mostly on closing lid, or power switch off the screen goes black but the fan is still on, and the power light too.  But impossible to revive except with the long press off, followed by normal start up.

I have seen some older responses but the technicals are beyond my understanding eg what is a IMEI driver - I need a more detailed step by step approach to sorting it.

For my laptop, the issue is from IMEI Drivern Intel Management Engije Interface.

I had version 9.x.x and on manual update said it is the las version.

Just install last IMEI driver, posted in prevoius messege, here.

After this, issues with sleep/shutdown stopped.
