Can anyone at help tell me where or how i can purchase recovery media for a HP Spectre x360 Convertible Laptop PC 15-eb1043dx. It stuck in the AutoRepair Loop, and everything that I have attempted has failed. I would like to purchase a recovery disk since the disk I created failed.

Hi:
Have you tested the drive by running the diagnostic utility (F2) to make sure that the drive is OK?
Since this is a peer-to-peer forum and we don't work for or represent HP, you would have to contact HP customer service to see if that would be possible.
The recovery media would come as a USB flash drive.

Did you try creating your own HP recovery USB?
It would probably be exactly what HP is going to sell you anyway.
You can use the HP cloud recovery tool and a 32 GB USB flash drive to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.
Here is an info link for how to use the utility.

You can download the software from the Microsoft Store.

Since you have to use the utility on another PC, so you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media.
Your PC's product number is: 1M8F0UA#ABA
Worst case scenario is you can use the Microsoft media creation tool to create a plain W10 USB installation flash drive to reinstall W10.
Download Windows 10 (microsoft.com)
After W10 has completed installing you can install the drivers and available software from your notebook's support page.
