Hi:
I wouldn't be able to help you with why the recovery process isn't working, but here are two alternatives to get your notebook running again.
You will need access to another Windows PC for these options since yours isn't working.
1. Make a bootable USB recovery drive use using the HP cloud recovery tool. Here is an info link for how to use the utility...

There is a trick to getting the tool to recognize the product number.
Immediately after entering the product number, press the Enter key.
If you click off the window where you entered the product number, you will get an invalid product number error.
2. If the above method doesn't work, you can clean install W10 by making a bootable USB installation flash drive using the Media creation tool at the link below. You want W10 64 bit.

When you get to the part of the installation process that asks 'Where do you want to install Windows,' delete every partition on the hard drive, leaving just one partition of unallocated space. Click Next, and W10 should install.
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
