Hi:
What is the full model number or product number of your notebook?
Use this guide to find that information...please do not post the serial number.

Hello @pleaselookup
You don't need to buy recovery media for your computer. You can create one for your device on your own, for free.
You haven't posted the full product model of your device. This is important. Here is how to check and find it >> https://support.hp.com/us-en/document/c00033108
You have 2 options:
1. If your model is supported, you can create HP Recovery drive using Cloud Recovery >> https://support.hp.com/us-en/document/ish_4511095-4511141-16
2. If your model is NOT supported or if you prefer installing clean "vanilla" Windows 10 image, please check the attached PDF file below and follow the steps
Let me know how it goes.
(edited - it seems you posted while I was writing this).

Hi, @pleaselookup
Your notebook originally came with W8.1 from HP, and they no longer sell recovery media for your notebook.
You can order W8.1 recovery media from this vendor at the link below, and upgrade back to W10 for free, or you can just reinstall W10 for free.
To reinstall W10 for free, make a bootable USB installation flash drive with the Media creation tool from the link below.
Download Windows 10 (microsoft.com)
If you are asked to enter a product key during the installation process, select the 'I don't have a product key' option.
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.

Your PC is too old for the cloud recovery tool.
Please re-read the guidance I provided the other day.
If your notebook is working fine, and only the recovery partition is not working, there is no way to restore that unless perhaps buying the W8.1 recovery media from the computer surgeons store will restore it.
You can use a free utility such as Macrium reflect to create a system image of your current W10 installation, which you store on a portable hard drive. You want the download on the left side of the webpage under the Backup at Home section.

You will also be prompted to make a bootable rescue CD or USB flash drive that you boot from to access the system image stored on the portable hard drive.
