I decided to give my pc a refresh by returning it to the factory reset. I decided to use HP's Recovery Manager (Which came bundled with the PC). There is also a D:/ Partition on my HDD that says RECOVERY but when I open up recovery manager it blacks out the recovery environment button because "Locked: Because Recovery partition has been removed.". There is probably an update for HP Recovery Manager on your Support page. One of the Windows updates caused a disabled state and HP corrected it. OR-you added extra partitions and the mapping is broken for D:\Recovery.

If you can't find your Support page post Product Number of your laptop.

If you have made extra partitions on the hard drive it can break HP Recovery Manager also.

If that is not the case the update for HP Recovery Manager may work. Look under Software near the bottom of page:

I recall merging C: with unallocated  ~950Mb of storage. That may be the problem. I installed the new software but it still does not work. 

Maybe should I burn a Windows 10 Disk?

If you mean make Windows Recovery Media it won't work either using Recovery Manager. But- you can make one using Media Creation Tool at Microsoft site. At least 8gb flash drive or 1 dvd required:
https://www.microsoft.com/en-us/software-download/windows10

 Select Download tool now, and Save it to run later or select Run.
If you agree to the license terms, select Accept.
On the What do you want to do? page, select Create installation media for another PC, and then select Next.
