Hi,
The recovery disk is model specific and you will probably be asked when you arder the recovery media.
Here is link to HP support page showing how to use it. Read the section "System recovery using HP supplied recovery media"
https://support.hp.com/us-en/document/c04758961
Since you have Windows 10, you could also download the Microsoft media creation tool for free from Microsoft (on a computer which works), run and create a bootable pendrive with Windows 10 on it. You could then use this drive to try to recover Windows 10, reapir startup. Or you could use the pendrive to perform a clean install of Windows 10 on the system. Windows 10 will automatically activate once installed as long as you install the same version (home or pro) that was already on the PC. After installation let Windows copmpletely update and find all the drivers.

If after installation you are missing any drivers you can get them on the support page for your PC:

I received the system recovery kit for Envy 700 series desktop, but it did not come with instructions.
I clicked the link to read the instructions but page says Not Allowed.
How can I get a refund for the four disks I purchased.
They aren't working for me.
