My computer is opening up to a screen asking me to choose a language and then options for HP recovery manager and troubleshooting pop up. When I click on either of those, the only thing that is available to me is a command prompt (system/hardware diagnostic and troubleshooting options aren’t working); it won’t allow me to back up my files, and I don’t know how to use a command prompt.

You will need to remove the hard drive and slave it to a working PC using USB-to-SATA adapter cable to retrieve your personal files.

Once you do that, you can do a clean installation of Windows 10.
