That’s disappointing to hear, but understandable and your reply is hugely helpful. Let me ask one clarifying question. Do I understand correctly that you’re saying that, should I find an untouched 6-year-old HP laptop sealed in its box… there’s no way to generate recovery media from that unit that will return it to its out-of-box state if I subsequently wiped the hard drive?

Yes, that is correct.
You would have to hope that the computer surgeons site has the recovery media or HP had not yet removed support for the cloud recovery tool from the database.
I don't mind clean installing Windows but I did make the USB recovery drive right around the 5 year mark for my HP notebook and it still was there. The notebook was manufactured in 2020.
I just checked the product number and it is still supported as of this date.
I'll check it out in another couple of months....
Using your hypothetical situation of obtaining an unused PC with no recovery support, you can always use cloning software and make a system image of the drive configuration after you get the notebook first set up.
I've done that before.
