Product: HP Notebook - 15-f233wm (ENERGY STAR)
Operating System: Microsoft Windows 10 (64-bit)

A family member has a HP notebook that was running extremally slow and and the recovery option failed after about 5 hours. I attempted a clean install  with the Microsoft media creation tool and when i got to the hard drive section it failed to install. the drive was wiped of the os and now I am unable to reinstall the windows os.

This issue is often due to a failing drive. So, let's check that first, because if it is failing, it would need to be replaced and there is no point then in doing anything else until we confirm that.

If your PC is new enough to support UEFI, you can use these steps to test the hard drive: http://support.hp.com/us-en/document/c00439024

If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) Press the Function key for testing the hard drive (usually F2) and let it run.
If the drive checks out OK, then report that and I can provide you options for reinstalling Windows on your PC.

It does support UEFI. the problem is formatting the hard drive. I had to clean the drive and in the process it got converted to mbr, which is not supported by UEFI. I converted it back to GPT and am currently attempting the install. I am setting on the getting ready screen after install.

GPT is not the same thing as UEFI.  The first is a method of formatting the drive, and while it is required to be formatted that way to use UEFI mode, it is not the same.  You have to change the PC mode to UEFI, from Legacy, also.

 

In addition, the Windows installation media has to support UEFI mode installation.  If you have an UEFI PC and you use the MS tool to download and create installation media, I believe it will automatically choose UEFI mode.  But if the PC is in Legacy mode, it will not do that.

 

If you downloaded an ISO file, you can create UEFI boot media from that using the free RUFUS utility:  https://rufus.ie/en_US/
