Remove digital license associated with my HP laptop. I having tried uninstalling product key through command prompt but it is not working as windows gets activated automatically after formatting laptop.

The license associated with your laptop is tied to your laptop -- you can replace it with a different license, but you can't remove it.  It is doing what it is SUPPOSED to do, as the product key is encoded into the firmware of the motherboard.

 

IF you want a different license to be in place, then you have to change the product key to the one associated with the different Windows version.
