My hard drive has failed.
I don't have any backup or recovery disks.
I can access the replacement hard drive via USB on another machine (running win 10 x64)
Is there any way of obtaining a copy of Win7 32 to make the new hard drive a bootable replacement?

IF you can read the 25 character license key on the Windows 7 COA label attached to bottom of laptop you can download an ISO of Windows 7 and burn it to dvd or usb flash drive. Boot from it and install Windows on the replacement hdd.
