- Reset a notebook, now I can't access Windows Security?

Hello.
Yesterday I had to reset my HP notebook. (Some font stuff was screwed up, and only a reset could fix it - it was virus-free.)
I did a reset (keeping my apps and files), and everything came back, exactly as I'd hoped it to. But now I can't access any of my Windows Security. A blank screen comes up (black on my computer, assume it's because of the dark theme), and just sits there looking at me. The best that I have ever gotten is the following note. It shows up at the top of the screen in a white box:
- Your IT administrator has limited access to some areas of this app, and the item you tried to access is not available. Contact IT helpdesk for more information.
I am my IT guy! It's a personal notebook, and before the reset, I had no problem accessing Windows Security. I could use it right up to the second that I hit reset. The only unusual thing is that during the Reset Windows told me that I had to turn off my Core memory in order to properly reset it. Never heard of that before. Anyway, I did, but even after that had been reset, I could use my computer like normal. But now, after a reset? No access. I was initially trying to access it to restore my Core memory settings. That's when I discovered the entirety of the Windows Security issue. Obviously, this is very serious.
I am the Administrator account.
