How do I reset my PC and remove everything? My HP does not allow me to click on - (Remove Everything) from prompts (Troubleshoot - Reset this PC). Remove Everything and Keep my files - disappear soon as I attempt to click on either one.

Use the HP cloud recovery client software to create a bootable USB recovery drive to factory reset the notebook.

Here is an info link for how to use the utility.  Pay particular attention for how to reinstall the software and drivers.

Thank you Paul. I will try and come back to you as soon as possible. How long are you able to hold my ticket open?

Ok that's great. Not a problem. Thank you for letting me know.

Would you happen to know how to hard set (command prompt) past - BitLocker Recovery - for my HP ProBook 450 G8 Laptop if I do not have the 1) Recovery Key 2) do not have have access to Microsoft account? 3) Or maybe even best way to locate the Recovery Key in my Files?

You're very welcome.

If you have no way to recover your notebook's BitLocker key, the only thing you can do is to reinstall Windows.

None of the files currently on the drive will be recoverable without the BitLocker key.

They are encrypted, so if you saved the key on the notebook's hard drive, you won't be able to get to it.
