I tried resetting my laptop while saving my personal files as my laptop is running extremely slow. It’s three years old and out of warranty. It is stuck at 74% complete and has been running that way for at least two hours.

Did you get your personal files saved?
Now you need a new Installation.
Go to MS and download the last "Media Creation Tool" and prepare a USB-Stick (8 GB or bigger)
On YouTube you find many videos how to do that. It's important that you prepare a stick for a different computer.
When ready, enter BIOS (press Esc repeatedly and then F9) Your USB drive should be listed. Select and run the installation
You don't need a product key (click on i have no key)
Important
When you reach the page with partitions, delete all!
Usually a C-Partition with 120GB in size is more than enough.
Select new (yellow star) and then you type in 122880 MB (120 x 1024 =122880)
Press next till you are ready and the files get copied to the disk.
It takes appr. 30 min. till you are ready.
When your Laptop is configured, you can create your D-Partition for your personal files.
