Product: HP 17.3 inch Laptop PC 17-cp0000 (2Q7W8AV)

After having Boot issues and hard drive errors with my laptop, I replaced the old SSD with a new HP SSD but the HP recovery tool still won't load Windows. The recovery manager launches and gets to the "Restoring files to the Hard Drive" step, shows progress of 1% and then the screen goes blank and the recovery manager restarts - endless loop. I also replaced the RAM with the exact same product that came with the laptop. Windows restore from MS doesn't work either - keeps asking for drivers. I have an AMD Ryzen and was told I don't need drivers to load Windows, but it asks and does not recognize any drivers I load on the USB. Is all lost with this laptop?
