Microsoft Windows 10 (64-bit)

Last week I restored my laptop to factory settings and I thought it was finished.  Im now thinking it was not finished because I haven't been able to get it to start back up again.  The HP welcome screen will load then a blue screen pops up stating "Installing Windows 64%. Don't Turn off, this will take a while.  PC may restart several times." Then it goes black and then the process just starts all over again.

 

I've let the battery die, I've removed the battery for over 24 hours, I've attempted to reset the CMOS and also the BIOS but I'm not sure those ever worked because it's still happening.  Any ideas on how to get this to completely boot up?

Hi:

 

It appears that your PC is supported by the HP cloud recovery tool.

 

What I recommend you do is to use another Windows PC with W7 64 bit or newer and use the HP cloud recovery tool to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your PC.
