HP BIOS Configuration Utility (BCU) tool let you view the BIOS settings in notepad (.txt) form and change them from inside of Windows. When I run BCU on my 15-dy2750xx laptop, the BIOS settings include Manufacturing Program Mode (MPM), as shown below.

If you run BCU and see the MPM setting, then you just need to change it from unlock to lock.

 

If BCU doesn't work, only possible way is to have the MPM changed via an HP proprietary BIOS tool in an HP authorized repair center.
