Hello, this problem occurred as soon as I started the laptop.
Yesterday I was playing, everything was fine, but I reinstalled the drivers for the rtx3050 ti video card and in the morning I started the laptop and this error in reboot the system does not enter, the same error appears and it also says that it is already 100% complete but the laptop is just turned on and that’s it
I searched on the Internet but I can’t reboot the system

Have you passed diagnostics?
Make sure you can pass UEFI diagnostics:
Tap the ESC key after powering on and press F2 to run diagnostics. Do not allow any updates if disk or memory fail, especially a BIOS update. |
You can try to repair windows 10/11 by selecting a windows restore point from before the time the problem occurred.
This video described how to use a restore point
https://www.youtube.com/watch?v=sixGAIiPTlE
You need to boot in safe mode to be able to do the restore
This explains how to boot into safe mode
https://support.hp.com/bg-en/document/ish_5000477-5000532-16
Note that item 4 is the restore so you can select restore from there
To do a startup repair
Skip down to 'Enter safe mode from outside windows'
When you get to advanced options select 'Startup Repair'
If the startup repair fails then try the restore point.
Let me know if you need more help or if startup repair fails.
Please provide the Product ID or Model name for better assistance. Preferably the full product ID including the characters after the # symbol. This code may be needed to find cloud recovery files.

what test exactly?
I went through everything and it didn’t give me anything, everything works, everything passed the test
You give me links to videos, but I simply cannot go into the boot menu, and if I select system recovery, then nothing will happen. just text and that's it, I can go into the BIOS but I can't boot
Product number:650Q5EA#ABE
Product name:Victus by HP Laptop 16-d1xxx
Build ID:21WW4CHT601#SABE#DABE
that's all you need?

It is important to know if your disk drive and memory work correctly.
Hold the power button for at least five seconds to turn off the computer. Turn on the computer and immediately press esc repeatedly, about once every second. When the menu is displayed, press the f2 key. On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests, and then click Extensive Test. |
If you pass the disk and memory test then try to boot into windows safe mode. I suspect that the video driver is not the correct one and that is all that is wrong. Your Product ID 650Q5EA#ABE shows that you have cloud recovery. but you only need to remove the video driver. To do this you need to boot windows into safe mode and fix the problem.
This shows how to boot into safe mode

If you tried the above and was unable to get into safe mode then try booting a USB that has window 11. Do NOT install 11, just boot it up and select the repair option
Use an 8gb flash drive and download the win11 ISO Multilanguage edition.
Then Advanced => Troubleshoot => Startup Settings => Safe mode
Once you get into safe mode then bring up the device manager and rollback the video driver

You will have to borrow a PC and you must be an administrator. A PC at a library cannot be used.
Try powering the laptop up and then quickly pressing the power off button. If you do this 3-4 times you can get into windows recovery mode.

You should be able to enter Safe Mode without needing a USB flash drive.
