UPDATE!- HP pushed a firmware update last night. Watever this update was it pushed restart time from 1 second to 20-30 seconds, virtually elliminating the error I was having on restarts.

 

My screen still glitches if turned off then back on right away, but restarts are now possible again.

 

However now its a new problem. When attempting the Windows update that caused this in the first place it never finishes and always reverts to my previous versions of windows. 

 

Ill have to submit this problem on a new post seeing as its completely different. Luckily as for now, my screen glitch on restart is no longer an issue!!

I'm glad you were able to get the screen issue sorted out. I would request you not to download the latest update which caused this problem right now since there seems to be some compatibility issue with it. 

 

To temporarily prevent that particular update from being reinstalled until a New updated fix is available, a troubleshooter is available that provides a user interface to hide and show Windows updates and drivers for Windows 10.

 

Click Here to download the " Show and Hide Update " Troubleshooter.

 

Microsoft scanned this file for viruses. Microsoft used the most current virus-detection software that was available on the date that the file was posted. The file is stored on security-enhanced servers that help prevent any unauthorized changes to the file.

When you click the download link, you're prompted to open or save wushowhide.diagcab.


To run the troubleshooter, open wushowhide.diagcab, select Next and then follow the instructions in the troubleshooter to hide the problematic driver or update.

Ive tried that troubleshooter but it doesnt work. it doesnt list any updates to hide.

 

I did manage to disable updates entirely

 

task scheduler>microsoft>windows>update orchestrater

 

I "disabled" all the events scheduled to run in this group and it completely disabled "forced Window 10 updates".

 

 

I guess for now ill just wait a while to try updating anything. I still get HP updates which is fine for my build. I can also install smaller window updates for my build manually. Its the 1703 build its trying to force which wont complete.  Until 1607 is end of life I should be fine .

I reviewed the post. Brilliant efforts and great troubleshooting competence displayed by you to figure things out. Kudos to you for, that. It is great to have you back and your time and patience are greatly appreciated.:) As @KrazyToad is out for the day, I am responding on his behalf.

 

To update windows 10 Please try these steps:

First, create a local new user account as an administrator from this link:  http://hp.care/2rZfJBC

 

Then update the bios and chipset drivers from this link: http://hp.care/2syreDe Please select the country and type the product# of the computer and then follow the on-screen instructions to update the bios and chipset drivers.

 

Then try to update windows after logging into the new user account and let me know how things work.
