First, on your phone, turn on mobile data for internet access. Connect the original USB cable from phone to HP laptop, then enable USB tethering in phone settings (Android: Settings > Network & Internet > Hotspot & tethering; iPhone: Settings > Personal Hotspot). Windows should detect it as a new Ethernet connection automatically. Now run windows update and its optional updates and it may install all required drivers including wifi.

Since you are running W7 on the notebook, it is highly unlikely that Windows update will install any drivers for the wifi adapter.

 

While I agree that the first thing to assume is that it is a driver issue, there could be other possibilities such as the Wi-Fi adapter is no good.

 

There was one model used (I believe a Ralink RT5390) which used to get very hot and burn out.

 

If it is a driver issue, when the Wi-Fi adapter needs a driver, there will be a device in the device manager labeled as a Network Controller.

 

If you see a device with that description in the device manager, post the hardware ID for it so I can post the link to the W7 driver it needs.
