I have preformed an extensive hard drive test which came back as passed.
every time I turn on the power is does a media check (failed) then pops up with a selected boot device failed.
Every time I reset the boot the network boot automatically disables
these two issues go back and forth constantly.
I have tried to access the F11 system recovery but it fails due to the selected boot device failed.
is there any way I can fix my laptop or must I send it out for repairs.

I suspect the reason F11 fails is because Windows 11, the PC came with Windows 10.
Since the hard drive is passing the tests, then there is another reason for this problem.
Try making the Windows install media for either Windows 10 or Windows 11 and boot to that new media. Pick repair this PC to see if the media can detect the hard drive, then let it try a repair.
I'm not an HP employee.
