Was running a bit sluggish while paying Bill's online. Went to restart the PC and on restart it popped up "starting windows automatic repair" and got a black screen...
Restarted the PC pressing escape till the utility came up. Performed the memory and the HDD test both passed. Restarted to the same outcome "starting windows automatic repair" and a black screen..
Flowed same steps to boot into recovery and the recovery screen was stuck in black screen as well.
Any help is appreciated.

Hi:
The only suggestion I can offer would be to create a bootable USB recovery drive using the HP cloud recovery client tool.
Since your PC is not working, you will have to use another Windows PC to do this.

You will lose all data currently on the hard drive by using the recovery media.

Hi:
That error code means you will have to replace the hard drive and reinstall the operating system.
That is why your notebook was running bad and you can't recover. The drive was in the process of dying.
Below is the link to the service manual for your notebook, where you can find the hard drive removal and replacement procedure.
