I just cloned my windows from my HDD to my SSD (both are installed in the same device). I want the OS to boot from the SSD, but it keep booting from the HDD. How to change the default driver? Is formatting the HDD will solve this problem?

The PCs are set to boot by default from the "first" drive the BIOS sees -- and the order of these drives is a BIOS setting.

 

You have to go into the BIOS settings a change the drive order so the SSD is the "first" drive.  Formatting the HDD so it no longer has an OS on it will most like result in a "no operating system found" kind of error message when you then reboot.
