A replacement battery for your model PC is going to cost anywhere from $40 USD to $60 USD or a little more, depending on what online store you use.
A new PC is going to cost HUNDREDS.
So, there is really no comparison in terms of value.
If the only problem with the current PC is a failed battery, that is a LOT cheaper than replacing the entire PC.

The cost of the OS is factored into any new PC, so you don't see it.
As to the battery, if Best Buy is your only local laptop repair facility, then that is what you would use.
But, they will charge you labor to remove the old battery and insert the new one. You need to find out from them how much that would cost.
Good Luck
