Welcome to the HP Support Community.
Windows Boot Configuration Data (BCD) is missing or corrupt. It will need to be replaced and repaired.
OPTION 1) This is will require that you have a Windows installation disk (media) , boot from it , load Repair options, start Command Prompt and execute several commands.
- You may read the attached PDF file below with instructions how to download and setup Windows installation media - USB drive and how to boot from it
- You may read the articles (showing Windows 10 but it is the same for Windows 7) and follow the steps to repair BCD

OPTION 2) Directly proceed with Windows 7 reinstallation
- You may read the attached PDF file below with instructions how to do it
- Note that your data may be lost during the procedure but may also be backed up before
- Note that Windows 7 is no longer being supported by Microsoft and Windows 7 might be at a higher risk of being successfully attacked due to lack of support, updates, etc
