I am setting up a new computer and I do not want to sync my laptop computer with my phone. I clicked “no” but it still sends me to a screen that demands my phone number to send me an app. If I push “do it later” I get a blank screen from which I can go nowhere except back to the screen that demands my phone number, so I am locked into connecting my phone with my laptop. Can you tell me how to avoid this and continue setting up my computer?

I think this has more to do with Microsoft (signing in with Microsoft account) and Windows than with which brand of computer you are trying to configure.
What about shutting off the sync setting on your phone first (you can switch it on again later when you have the sync on the PC settings shut off)?
and / or
To get past where you are stuck - consider adding in a phone number - yours, a fake, someone you don't like...
After the system is set up, disable the sync to phone notifications (in Cortana, for example).
